London mayor Sadiq Khan is on the hunt for a development partner to bring forward two major schemes next to the new City Hall offices in east London.

The mayor and the London Assembly moved from their base in London Bridge in 2022 as part of cost-saving measures, and the relocation is also acting as a catalyst for the wider regeneration of the Royal Docks.

The mayor has now unveiled plans to develop a new workspace cluster at the Royal Docks site, and Greater London Authority Land & Property (GLAP) has today started the search for a partner to deliver the two schemes.

The schemes include a strategic industrial land plot bounded by the DLR railway and Silvertown tunnel. The 1.24-acre site comprises brownfield land, which could provide around 161,500 sq ft of employment-led space as part of the consented Thameside West masterplan.

The second site is a 1.73-acre site under the Silvertown Way flyover, eyed for event space and other local improvements, GLAP said.

Khan said: “The relocation of City Hall to the Royal Docks is acting as a springboard for the regeneration of this historic area, just as the opening of the previous City Hall did for its London Bridge surroundings.

“The sites close to City Hall offer a unique opportunity to build on this momentum – creating new spaces where people can work, businesses can grow and communities can thrive.”

The two schemes are surrounded by a number of ongoing or planned developments, including Thameside West, Silvertown Quays, Royal Wharf, the ExCel Expansion and Royal Albert Dock.

In November, UAE developer Arada agreed to acquire an 80% stake in the £2.5bn-GDV Thameside West scheme at Royal Docks from Keystone, and the Royal Docks in Newham will also house the relocated Billingsgate and Smithfield market traders.

Royal Docks Corridor improvements are being delivered jointly by the mayor and the London Borough of Newham to boost connectivity in the area.

Montagu Evans is advising the Royal Docks team on the procurement, and an appointment is set to be made by spring 2026.
